UPSS risk management for marinas

Marinas pose a high environmental risk due to their proximity to the ocean, harbours and public beaches – and are often under close scrutiny from the public, media and industry regulators to ensure they don’t contaminate land or pollute waterways.

The floating components of underground fuel systems at marinas also present unique challenges. Constant tidal movement can affect lines running along the underside of the jetty to the pump, and can also soften the backfill surrounding the underground fuel tanks, increasing the risk of damage and leaks.

How marinas harbour risk

In Australia, 36% of underground fuel tanks have some form of petroleum or diesel fuel contamination at the bottom of the tank, such as water, bacteria or sludge. Microbial growth or phase separation in fuel can lead to clogged filters and engine failure, spelling disaster for your members or customers.

12% of underground fuel systems fail an integrity test, indicating a potential leak or maintenance issue. Underground fuel leaks at a marina can lead to water pollution caused by oil spills, destroying marine life, damaging your reputation and potentially costing you thousands of dollars in clean-up costs. An estimated 50% of underground storage tanks in Australia are also steel, which significantly increases your risk.

Unmonitored underground petroleum storage systems (UPSS) are at a considerably higher risk of leaks and petroleum or diesel contamination. Australian UPSS regulations state that all UPSSs must have a continuous form of fuel leak detection in place.

As well as mandatory primary fuel leak detection systems, in NSW you must also have a secondary fuel leak detection system – such as groundwater monitoring – installed and inspected every six months. Our UPSS risk management technology suite can significantly reduce the risks you face at your marina.

  • SIRA loss monitoring – Statistical Inventory Reconciliation Analysis (SIRA) uses computer software to analyse inventory, delivery and sales data to estimate what is really going on in your tank. This is a very sensitive and accurate fuel tank monitoring system. Small leaks that would be missed using manual dipping can be picked up using SIRA leak detection technology.

 

  • Equipment integrity testing – used by most major oil companies in Australia and a range of marinas to address issues and requirements such as suspect underground fuel leaks, water in fuel tanks, due diligence, compliance, site divestment, preventative maintenance and financial institution requirements.

 

  • Groundwater monitoring – a cost-effective early warning sign for potential petroleum or diesel fuel contamination which also enables site operators to comply with NSW and VIC EPA regulatory requirements.

 

  • Fuel tank cleaning and fuel polishing system – ensures you aren’t dispensing contaminated diesel or fuel at your marina, providing your members with the best possible facilities. Our petroleum and diesel fuel cleaning technology also resolves operational problems such as false dip readings, slow flow caused by blocked pump filters, bacterial growth and sludge issues on the bottom of tanks. All works are performed with product in the tank (ideally around the 50% fill level) and can be scheduled at a convenient time to minimise disruption at your marina.
